For organizers of gambling games

1. Connection to NRA server

In relation to Art.6 Para.1 Item 4 of the Gambling Act and Ordinance № 1 of 27.02.2013 on the order and procedure for identification and registration of the participants, storage of data for organized online betting on the territory of the Republic of Bulgaria and for submitting information on gambling to a server of the State Commission on Gambling and the National Revenue Agency, which require the establishing of communication connection of the central computer system of an organizer of gambling games to an NRA server, the following is necessary:

A written application to the Executive Director of NRA for establishing physical connection to an NRA server via a subscribed line. The free text application should be submitted to the Record Keeping Department of NRA’s Headquarters in Sofia, 52 Dondukov Blvd. The application should contain full identification data about the organizer – name, tax number, VAT number, state of establishment, seat address, name of the person who is authorized to represent the organizer before NRA, as well as name, e-mail and telephone number of the person who is responsible for the connection’s technical aspects and who will communicate with NRA’s IT experts. The application should also contain the license number – in case the person has been issued a license by the State Commission on Gambling – or the stage of preparation for obtaining license.

2. Testing the data exchange between NRA and organizers of gambling games

  • Before physical connection to NRA is established

Before communication connection to an NRA server is established, for the purposes of testing the data transfer to NRA, the following public URL may be used: https://nraapp01.nra.bg/gamon/NRAGamblingMonitorPort

The exchanged data is validated against an XSD under Item 5: nra-gambling.xsd

  • After physical connection to NRA is established via subscribed line:

After communication connection to NRA is established via subscribed line, and the relevant settings of the IP address of the organizer’s computer system/controlling local server are adjusted, for the purposes of testing the data transfer to NRA, an address of the following kind should be used: https://... /gamon/NRAGamblingMonitorPort (https://.... is an IP address defined by NRA. It is individual for each organizer.)

The exchanged data is validated against an XSD under Item 5: nra-gambling.xsd

 3. Certification of communication connection

After an organizer of gambling games submits an application to the Record Keeping Department, NRA issues a letter certifying the status of the communication connection required under Ordinance № 1 of 27.02.2013.

4. Real data exchange between organizers of gambling games and NRA

After successful conclusion of the respective testing procedures in an approved laboratory in accordance with Art.22 Para.1 Item 8 of the Gambling Act, and after obtaining a license from the State Commission on Gambling, in order to carry out real data exchange, one should use URL of the kind: http://....:8080/gamon/NRAGamblingMonitorPort (http://.... is an IP address defined by NRA. It is individual for each organizer.)

Upon registration the organizer should send an element – GMActiveGamesURL – that is the URL of the organizer’s web service providing information about the current games. NRA shall reply by sending a message of type  GMActiveGamesReq to this URL, and in response NRA shall receive a message of type  GMActiveGamesRes . This URL should be accessible ONLY via the built subscribed line.

5. Current XSD schema for the data exchange in accordance with the requirements of Ordinance № 1 of 27.02.2013.
